“九天開出一成都，千脈萬流源望叢”。3000年前，古蜀國最早的帝王——望帝杜宇和叢帝鱉靈在郫都教民農(nóng)耕、治水興蜀，“開明肇其端，李冰集大成”，創(chuàng)造了那個(gè)時(shí)代最為輝煌燦爛的古蜀文明，奠定了天府之國的千古基業(yè)，郫都也由此被譽(yù)為古蜀文明發(fā)祥地、長江上游農(nóng)耕文明源頭。
“A miraculous city carved out of the universe, Chengdu traces all of its origins back to Wangcong”. 3000 years ago, the earliest emperors of the ancient Shu Kingdom, Du Yu, Emperor Wang, and Bie Ling, Emperor Cong, taught the local people to farm in Pidu and brought prosperity to the Kingdom through water control. “Kai Ming, Emperor Cong initiated the Dujiangyan Irrigation Project, and then Li Bing completed it”. The two emperors created the most splendid ancient Shu civilization in that era and laid the solid foundation for the land of abundance. Pidu, therefore, is reputed as the birthplace of ancient Shu civilization and the provenance of farming civilization in the upper reaches of the Yangtze River.
望叢天府文化產(chǎn)業(yè)園是郫都區(qū)實(shí)現(xiàn)“打造世界文創(chuàng)名城、全面體現(xiàn)新發(fā)展理念的公園城市中心城區(qū)”這一目標(biāo)的重要載體。開展本次策劃和概念方案設(shè)計(jì)，旨在依托古蜀文化，放眼國際化現(xiàn)代都市發(fā)展方向，深入闡述“三城三都”和“公園城市”內(nèi)涵，彰顯蜀風(fēng)雅韻、中國氣派、別樣精彩，使本策劃項(xiàng)目成為古蜀文化與現(xiàn)代文明交相輝映，業(yè)態(tài)多樣、形態(tài)典雅、文態(tài)豐潤、生態(tài)充沛，宜文宜旅宜商宜業(yè)宜居的文博功能區(qū)和城市新區(qū)。通過公開征集的方式，邀請國際及國內(nèi)頂級(jí)的咨詢設(shè)計(jì)機(jī)構(gòu)，高標(biāo)準(zhǔn)、高質(zhì)量完成望叢天府文化產(chǎn)業(yè)園總體策劃及核心區(qū)概念方案設(shè)計(jì)。
Wangcong Tianfu Cultural Industry Park is a key carrier for the district to create a “world-renowned cultural and creative city and a central urban area of the park city that embodies the new development concept in an all-round way. Aiming to look into the future direction of an international modern metropolis on the basis of ancient Shu culture, expound the connotation of “three cities and three capitals” and “park city”, manifest the style of Sichuan, the vigor of China and the distinctive charm, this planning and conceptual scheme design aims to build a culture & museum functional zone and a new urban area imbued with ancient Shu culture and modern civilization with diverse business modes, elegant forms, enriched culture, abundant ecosystem suitable for culture, tourism, business, entrepreneurship and residence. Through public solicitation, top international and domestic consulting design institutions will be invited to complete the master plan of Wangcong Tianfu Cultural Industry Park and the conceptual scheme design of its core area at a high standard and of high quality.
本次征集活動(dòng)面向全球公開，邀請具有相關(guān)產(chǎn)業(yè)策劃、建筑設(shè)計(jì)經(jīng)驗(yàn)的咨詢設(shè)計(jì)機(jī)構(gòu)參與。

一、項(xiàng)目概況
I. Project Overview
1.1項(xiàng)目名稱：望叢天府文化產(chǎn)業(yè)園總體策劃及核心區(qū)概念方案設(shè)計(jì)國際咨詢
1.1 Project name: International Consultation on the Overall Planning and Core Area Conceptual Scheme Design of Wangcong Tianfu Cultural Industry Park
1.2項(xiàng)目地點(diǎn)：中國四川省成都市郫都區(qū)
1.2 Project location: Pidu District, Chengdu City, Sichuan Province, China.
1.3項(xiàng)目規(guī)模：項(xiàng)目總面積約為8916.35畝。東至何公路；南至成灌高速；西至太清路；北至紅楊路、梨園路、郫花路、金家巷（其中：中心區(qū)約2.68平方公里）。該片區(qū)可通過成灌高速、成都第二繞城高速、地鐵6號(hào)線等與其他區(qū)域進(jìn)行聯(lián)系。項(xiàng)目核心區(qū)（約0.37平方公里），位于望叢中路和中信大道之間，包括了117畝望叢祠提升改造+350畝望叢祠文化公園+91畝可食地景區(qū)域。
1.3 Project scale: With a total area of about 8916.35 mu, the project stretches to Hegong Road in the east; Chengdu-Dujiangyan Highway in the south; Taiqing Road in the west; and Hongyang Road, Liyuan Road, Pihua Road and Jinjia Alley in the north (amongst which, the central area is about 2.68 square kilometers). This area can be connected with other areas through Chengdu-Dujiangyan Highway, Chengdu 2nd Beltway and Metro line 6. The core area of this project (about 0.37 square kilometers) is located between Wangcong Middle Road and Zhongxin Avenue, including 117 mu area of Wangcong Temple upgrading and renovation+ 350 mu of Wangcong Temple Cultural Park+91 mu area of edible landscaping.

咨詢活動(dòng)分為方案編制（望叢天府文化產(chǎn)業(yè)園總體策劃（其中：中心區(qū)為策劃的重點(diǎn)）和核心區(qū)概念方案設(shè)計(jì)）和后續(xù)優(yōu)化設(shè)計(jì)兩部分內(nèi)容。
The consultation is divided into two parts: the scheme preparation (the overall planning of Wangcong Tianfu Cultural Industry Park (with the central area as the planning focus) and the conceptual scheme design of the core area) and the subsequent optimization design.
1.4.1方案編制部分
1.4.1 Scheme preparation
1.4.1.1總體策劃：根據(jù)《望叢天府文化產(chǎn)業(yè)園總體策劃及核心區(qū)概念方案設(shè)計(jì)任務(wù)書》要求，按照全球視野、國家立場、郫都表達(dá)，采用TOD 的建設(shè)模式和功能區(qū)的建設(shè)理念，挖掘以望叢文化為核心的古蜀文化淵源、發(fā)展脈絡(luò)、價(jià)值理念、內(nèi)在聯(lián)系，詮釋古蜀文化蘊(yùn)藏的中華文化核心思想、傳統(tǒng)美德和人文精神，高標(biāo)準(zhǔn)展示古蜀文化的獨(dú)特魅力，推動(dòng)文創(chuàng)與商業(yè)、文創(chuàng)與科技、文創(chuàng)與旅游、文創(chuàng)與生態(tài)等跨界融合發(fā)展。提出望叢天府文化產(chǎn)業(yè)園的項(xiàng)目定位、產(chǎn)業(yè)發(fā)展策劃、總體空間布局、交通組織策劃、生態(tài)要求、重要節(jié)點(diǎn)策劃（含中心區(qū)、TOD及望叢路南延線等三個(gè)重要節(jié)點(diǎn)）等。
1.4.1.1 Overall planning: According to the requirement of Brief on the Overall Planning and Core Area Conceptual Scheme Design of Wangcong Tianfu Cultural Industry Park and the global vision, nation standard and Pidu expression, in terms of construction concept of TOD construction mode and a functional zone, the Scheme analyzes the tradition of ancient Shu culture cored upon Wangcong culture, its development course, values and inherent correlations, interprets the core ideas, traditional virtues and humanistic spirit of Chinese culture,showcases the unique charm of Ancient Shu culture at a high standard, drives the collaborative and integrated development between cultural & creative industries and commerce, science & technology, tourism and ecology as well as propose the project positioning, industrial development planning, overall spatial layout, traffic organization planning, ecological requirements and crucial node planning (including three crucial nodes of the central area, TOD and south extension line of Wangcong Road) of Wangcong Tianfu Cultural Industry Park.
1.4.1.2概念方案設(shè)計(jì)：根據(jù)《望叢天府文化產(chǎn)業(yè)園總體策劃及核心區(qū)概念方案設(shè)計(jì)任務(wù)書》要求，建設(shè)以望叢文化為核心，文博展示、尋根祭祖、望叢賽歌、旅游觀光、美食休閑等主要功能于一體的綜合性城市文化公園，設(shè)計(jì)內(nèi)容包括且不限于用地及功能布局、空間組織、景觀特色與建筑形態(tài)、經(jīng)濟(jì)技術(shù)指標(biāo)及投資估算等。
1.4.1.2 Conceptual scheme design: According to the requirements of Brief on the Overall Planning and Core Area Conceptual Scheme Design of Wangcong Tianfu Cultural Industry Park, we will build a comprehensive urban cultural park cored upon Wangchong culture with integration of main functions such as culture & museum exhibition, root-seeking and ancestor worship, singing contest of Wangcong Temple, tourism and sightseeing, food& leisure. The design content includes, but is not limited to, land use and functional layout, spatial organization, landscape features and architectural forms, economic and technical indicators and investment estimation.
1.4.2后期優(yōu)化設(shè)計(jì)部分
1.4.2 Subsequent optimization design
中選咨詢設(shè)計(jì)機(jī)構(gòu)須按照專家及征集人的意見對中選方案總體策劃和概念方案設(shè)計(jì)進(jìn)行優(yōu)化調(diào)整，并提供后續(xù)咨詢服務(wù)（1年）。
The selected consulting and design institution shall optimize and adjust the overall planning and conceptual scheme design in the selected scheme according to the opinions of experts and the solicitor, and provide follow-up consulting services (for 1 year).

3.1 本次征集活動(dòng)采用國際公開報(bào)名的方式。申請人須滿足以下條件：
3.1 The international open application method is adopted in this solicitation and applicants must meet the following requirements:
（1）設(shè)計(jì)機(jī)構(gòu)：國外機(jī)構(gòu)須在其所在國家或地區(qū)具有合法營業(yè)及設(shè)計(jì)許可；國內(nèi)機(jī)構(gòu)須為獨(dú)立法人且具有建筑行業(yè)（建筑工程）設(shè)計(jì)甲級(jí)及以上資質(zhì)（港、澳、臺(tái)地區(qū)機(jī)構(gòu)須在其所在地具有合法營業(yè)及設(shè)計(jì)許可）。
(1) Designing institutions: Foreign institutions must hold legal business licenses and design licenses in their own countries or regions; Chinese institutions must be independent legal entities with Grade A and above qualification in the construction industry (architectural engineering) (institutions from Hong Kong, Macao and Taiwan must possess legal business licenses and design licenses in their regions).
（2）產(chǎn)業(yè)策劃機(jī)構(gòu)：國外機(jī)構(gòu)須在其所在國家或地區(qū)具有合法營業(yè)許可；國內(nèi)機(jī)構(gòu)須為獨(dú)立法人且在國內(nèi)具有合法營業(yè)許可（港、澳、臺(tái)地區(qū)機(jī)構(gòu)須在其所在地具有合法營業(yè)許可）。
(2) Industrial planning institutions: Foreign institutions must hold legal business licenses in their own countries or regions; Chinese institutions must be independent legal entities with legal business licenses in China (institutions from Hong Kong, Macao and Taiwan must possess legal business licenses in their own regions)
3.2 參與方式
3.2 Participation modes
（1）國內(nèi)、外設(shè)計(jì)機(jī)構(gòu)可獨(dú)立參與，也可聯(lián)合產(chǎn)業(yè)策劃機(jī)構(gòu)參與。國內(nèi)、外設(shè)計(jì)機(jī)構(gòu)獨(dú)立參與的，創(chuàng)作團(tuán)隊(duì)中須具有產(chǎn)業(yè)策劃能力的人員；
(1) Both Chinese and foreign design institutions may participate independently or in conjunction with industrial planning institutions. If the first mode is chosen, their creativity team must include members with capability of industrial planning;
（2）產(chǎn)業(yè)策劃機(jī)構(gòu)不允許獨(dú)立參與；
(2) Industrial planning institutions are not allowed to participate independently;
（3）允許聯(lián)合體報(bào)名，聯(lián)合體成員不得超過3家且聯(lián)合體各方不得再以自身名義單獨(dú)或作為其他聯(lián)合體成員參與報(bào)名；
(3) Consortium application is allowed yet there shall be no more than 3 consortium members. Parties of the consortium may no longer participate in the application in their own name or as members of other consortiums;
3.3 團(tuán)隊(duì)要求：根據(jù)本項(xiàng)目的特點(diǎn)，擬投入團(tuán)隊(duì)須包含但不限于建筑、景觀、產(chǎn)業(yè)策劃領(lǐng)域?qū)I(yè)人員。參與本次咨詢的主創(chuàng)設(shè)計(jì)師需具有類似項(xiàng)目的主持設(shè)計(jì)經(jīng)驗(yàn)，且須直接參與本次國際咨詢征集活動(dòng)（包括但不限于中期匯報(bào)及評(píng)審會(huì)）和后期服務(wù)全過程。
3.3 Team requirements: According to the characteristics of this project, the proposed team shall include but not limited to professionals in the fields of architecture, landscape and industrial planning. The chief designers involved in this consultation need to be experienced in presiding design of similar projects, and must participate in this international consultation solicitation directly (including but not limited to the interim report and review meeting) as well as the whole service process subsequently.
3.4業(yè)績：近5年（2014年1月1日以來）具有至少1個(gè)建筑設(shè)計(jì)和產(chǎn)業(yè)策劃（或運(yùn)營策劃）類似業(yè)績。
3.4 Performance: At least 1 architectural design and industrial planning (or operation planning) or other similar performances in the past 5 years (since January 1st, 2014).

4.1本次咨詢活動(dòng)報(bào)名時(shí)間為2019年05月21日至2019年06月14日9:00～17:00（北京時(shí)間，下同）。
4.1 Application time for this consultation lasts from 9:00 to 17:00 from May 21, 2019 to June 18, 2019 (Beijing time, similarly hereinafter).
4.2報(bào)名資料的遞交可采用以下兩種方式：

Application materials shall be printed on both sides and bound in a volume, with the text in A4 size. 5 copies shall be submitted (the official seal must be affixed. As for consortiums, such materials must be affixed with the official seal or signed by the member units).

5.1本次咨詢工作分兩個(gè)階段：第一階段——公開報(bào)名和遴選入圍；第二階段——方案編制及評(píng)審。
5.1. The consultation is divided into two phases: Phase 1 — Open application and selection; Phase 2 — Scheme preparation and review.
5.1.1第一階段——公開報(bào)名和遴選入圍
5.1.1 Phase 1 — Open application and selection
發(fā)布國際咨詢公告公開報(bào)名，經(jīng)過遴選評(píng)審委員會(huì)評(píng)選，遴選出5家準(zhǔn)入圍機(jī)構(gòu)、5家備選機(jī)構(gòu)（須排序），若5家準(zhǔn)入圍機(jī)構(gòu)中有機(jī)構(gòu)退出，則由備選機(jī)構(gòu)依序替補(bǔ)。
The solicitor issues an international consultation announcement for open application. 5 shortlisted institutions and 5 alternative institutions (according to the ranking) will be chosen by the review jury. Should one out of five institutions quits, an alternative institution will sequentially fill in its position.
5.1.2第二階段——方案編制及評(píng)審
5.1.1 Phase 2 — Scheme preparation and review
5家入圍機(jī)構(gòu)進(jìn)入方案編制階段，過程中進(jìn)行一次中期匯報(bào)；方案編制完成后提交成果文件，經(jīng)過方案評(píng)審委員會(huì)評(píng)審，評(píng)審出不合格方案（若有）、合格方案及優(yōu)勝方案，并推薦3名優(yōu)勝方案報(bào)行政主管部門確定中選機(jī)構(gòu)，承擔(dān)后續(xù)優(yōu)化設(shè)計(jì)工作。
The 5 shortlisted institutions that enter the phase of scheme preparation shall provide an interim report during the process, and submit the deliverables upon the completion of preparation. Then the review jury will review the deliverables to determine the unqualified (if any), qualified and winning schemes. 3 winning schemes will be recommended to the competent administrative department to select the final winner, which will further assume the subsequent optimization and design.
5.2本項(xiàng)目提交的成果文件不合格的入圍機(jī)構(gòu)無費(fèi)用補(bǔ)償；提交了合格成果文件但未獲優(yōu)勝獎(jiǎng)的入圍機(jī)構(gòu)，每家獲得設(shè)計(jì)補(bǔ)償費(fèi)人民幣80萬元（含稅）；獲優(yōu)勝獎(jiǎng)的3家機(jī)構(gòu)，除中選機(jī)構(gòu)外每家獲得獎(jiǎng)金人民幣50萬元（含稅）；中選機(jī)構(gòu)1名，獲得本次咨詢活動(dòng)服務(wù)合同，獎(jiǎng)金及后續(xù)優(yōu)化設(shè)計(jì)費(fèi)共計(jì)人民幣240萬元（含稅）。
5.2 Compensation will not be provided for the shortlisted institutions whose submitted deliverables are determined as unqualified. Each shortlisted yet non-winning institution with qualified deliverables will be offered with the design compensation of 800,000 RMB (tax-inclusive). Except for the selected institution, the other 2 winning institutions will be awarded with a prize of 500,000 RMB (tax-inclusive). The selected institution will obtain the consultation service contract as well as the prize and subsequent design optimization fee of 2,400,000 RMB (tax-inclusive).
5.3解釋權(quán)：本次咨詢活動(dòng)及相關(guān)文件的最終解釋權(quán)歸征集人。與此次咨詢活動(dòng)有關(guān)的所有往來通知、函件和咨詢成果文件均使用中英文對照，如中英文描述不一致，則以中文描述為準(zhǔn)。
5.3 The right of interpretation: We reserve all the right for the final interpretation of the consultation and relevant documents. All the exchanged notifications, correspondences and consultation deliverables are in both Chinese and English. If there is inconsistency found between the two versions, the Chinese version shall prevail.
